I have used a pair of square floor mats for mud flaps on my ATV. I have them bolted to a small piece of 1x2 that I zip tie to the rear rack. The flaps hang down about 18-20 inches and keep a lot of mud off the stuff on my trailer when I am towing it through mud.
The mud flaps are too flimsy to use for fender flares I think. You might find a different style that would work. But, the last fender flare kit I purchased was $35 and was an easy install and money well spent. Just be careful letting it extend too far below the foot rests. It can get caught and when it pulls it can break the fenders.
