revving really high 200s

Default revving really high 200s

i just got an 83 honda 200s and upon starting it rev's really high, i switched carbs with an 84 200s and same thing, so my question is, what can cause or is causing my 200 to do this, the cable is new and is not in a bid, mabey too much slack, but i cant get any more adjusment out of her, is there a timing issue i can look into ?? any help will be appreciated, thanks

Check for air leaks around the carb.

Maybe replacing the intake boot+rubber oring might help. Along with adjusting the valves and re-setting the cam chain.

got this problem fixed thanks guys, lots of help as to where to attack, it wound up being the throttle cable in a bind by being wraped around the frame under the tank, once unwound, it free'd it up to let then spring actually pull it closed and that did the trick, now i have problems with my 84 200s and have posted a question about the magneto and coil, it all the sudden wont start ,
