Default 1979 Honda ATC 110 Shift Problem

I recently purchased a 110 and restored it. Only thing wrong is if you are shifting to a higher gear it seems that if I don't shift up hard enough sometimes it will go into a "neutral, which the shift indicator is pointing all the way to the right (opposite of where neutral is) and it wont move. Then when that happens I down shift it makes an unpleasant noise but then is fine. This only happens sometimes and when it doesn't it goes through all gears just fine. I researched that two common problems are the "stopper pawl" being bent or broke or the "shift drum bolt" being loose. I checked both of these and they seem to be fine. I noticed on the inside of the clutch it is very dirty with greasy sludge and the oil screen was very dirty, would cleaning these and fresh oil fix it? Or could it be the friction plates?
