If it starts & runs on starting fluid, you have a fuel delivery issue. Gasoline ain't making it to past the jets or even the float bowl.
Check stuff in this order
1. Fuel in tank
2. If applicable, is petcock valve open & does fuel flow through it?
3. Fuel in float bowl? If not, then pull carb & clean seat & valve
4. If you have fuel in bowl, does your spark plug get wet with gasoline while cranking? If not, then pull carb & pull jets out & thoroughly clean them.
5. It may sound too redundant, but it may take more than one cleaning.
6. Fire it up
I know you said you replaced carb, but even new ones can get plugged up immediately, some even have dry silicon granules in them that must be removed prior to service.
If you know not how to clean jets or the needle seat & valve, there are plenty of good videos on YouTube that walk you through each step.
7. Report back all results
The jets must be so clean, you can see daylight through all orifices & down the center. Make sure you put an inline filter between carb & fuel tank, that'll help
