Question hard to start & irregular voltage

Hello, I've got a Taotao 250cc that is acting up. The battery is having a hard time starting the bike, but it dose start if I connect a second battery ( i know the battery is good because it works fine in my 200cc atv of the same make ). Once the bike is running and I check the voltage with a multi meter, I see the volts jumping around, anywhere from 2v to 14v.

So my question is, are these two issues related, the battery doesn't appear to be charging on this atv. Could it be an issue with the stator or rectifier?

Could be that or the voltage regulator. Check the regulator on your other machine and see if its the same. You may be able to temporally swap em for testing.
