you might start by putting up flyers at local bike shops, advertising an initial meeting place and time...include an email address and a phone number. A dinner time meeting at a local pizza joint is a good idea, and see if pizza joint will discount your potential members. You can also get the bike shop owners on board as sponsors and get them to offer club members a discount for parts/services at their shop. IMO, I wouldn't exclude anybody from joining (dirt bikes, ATVs, SxS) because we all can just get along for the sake of riding fun, and a club needs lots of money and lots of membership to be strong enough to survive.
Dues, colors, etc. can all be topics for discussion and voting once the club gets started. Don't be afraid to suggest them, but be ready to listen to other opinions in case you aren't actually the popular choice. Good Luck!

I posted a response in the Arctic Cat forum...and you might want to be careful about repetitive posting, it might get the moderators upset at you
