Awhile ago I was going to do AZ registration as out of the state resident but I ended up just doing the OHV registration in Utah.
Anyways, like Hank already wrote...
AZ allows out of the state registration and street legalization requires normal motorcycle equipment (brakes, front and rear lights, brake light, seat, registration plate light, mirror) and this allows street riding but prohibited from highway.
Utah is supposed to allowed but each city haves the right to prohibit and most of the cities near the SLC doesn't allow. I checked Saratoga Springs (just below SLC) where I spend my Utah time and street riding is not allowed. Smaller places like Marysvale seems to allow refueling etc trail related activity as Paiute trail riders bring money into the town.
Kansas the street riding is not allowed.
