Default 350 Rancher ES down shifting

My 2001 - 350 Rancher ES will no longer down shift if the engine is not running (although it will up shift). There is no problem shifting either way when the engine is running. If you happen to turn it off in gear, the only way to downshift is with the manual gear change tool. I have tried rocking it back and forth and that doesn't seem to help. I have charged the battery and it seems fine and has no trouble starting the engine. Any ideas?

Does it try to shift? If it does, and won't engage the gears, it means they need to be turning to allow engagement. If it does not try to shift, it isn't seeing something it needs as a permissive to allow the system to work. I know the computer looks at at least 4 different sensors to determine what's happening with the engine and transmission.

You can hear the electrical solenoid attempting to shift (a clicking sound) but it doesn't engage.

My Foreman wants no part of shifting up or down unless the engine is running, although I can do it by rocking it back and forth with pressure on the shifter (manual tranny). I'd just be careful not to shut it down in gear if I were you. Has it always been like this, or is this something that's only occurred recently?

It seems to have gotten progressively worse. First it would downshift but you might have to push the downshift button several times. Then it would only downshift if you rocked it back and forth while pushing the button. Now only the manual shift lever will do it.

It was not intended to shift with out the engine running. It states in the owners manual to shift to neutral before shutting off the engine because it may be difficult to shift in to neutral without the engine running. I don't think there is a problem with your Rancher. I think the problem is shutting it off in gear.

I have a 03 Rancher tm.It Doesn't like to shift unless the engine is running. You should only shift if the engine is running. The only time you would ever shift it with the engine off ,is if it stalled out or ran out of gas. Then you might have to use the manual lever.
