Where can I get an hour meter for a manual shift Rancher 4x4?

get a lawn mower type one, that wraps around the spark plug wire, that would be your cheapest and most effective way of doing it

Most of the hourmeters dont have a tachometer , but finding one with a tach, is almost the same price. The Reddington has a tach and hourmeter and oil change reminder, for about 43 bucks. I got mine from MSCDirect
