I believe it is an area deal where the units were didtributed.
Canada, US and California. The magnitude of foot shifts sold around here had the oil cooler and no fan. I updated (added fans) to mega numbers of these units. For CDI aplications during the install, CDI has the fan control lead coming out of it, I went with the electric shift CDI. In the later years, Honda had an updated wire harness assembly to install that killed the time I quoted for fan installs. They included a new heat deflector for install along with the harness. That's beside the point. Guess I will have to look up an 00 rancher to see if it has a territory note on the fan and CDI, before I totally stand behind my origional statement. All Canadian 2000-06 TRX350 TM/TE/FM/FE had oil coolers & fans ..

According to my wiring diagrams for US models 2000-03 TM/FM had no fans then they had fans from 2004-06 .. TE/FE had fans from 2000-06
