Default 93' Fourtrax 4x4 Has Loose Steering, help

I've rebuilt the suspension from balljoints to bearings. Only thing I didn't do was tie rod ends cause I couldn't get them loose w/o cutting them off. I jacked up the front and took off a wheel to get a better look. It looks like the steering shaft raises up and dow when the handle bar is moved slightly. That's where my play is rather than being in the tie rod ends themselves. If I see correctly, it looks as if there's a bearing in the hole where the shaft goes. The shaft only moves up and down about 1/8", but that quickly turns into 1/4" play in the handle bars. What do I do? I would have to tear the entire front end down to get to that bearing/bushing. Is there any other way? I was hoping I was just missing a C clip, but could't find where it would go. Thanks for any help!
