Does it have stock 22" tires on back, or did you drop down to 20" ? Sounds like you are hitting the rev limit, the stock intake and exhaust are so restrictive, you never worry about it, but put a free flowing filter and exhaust on there, and you rev so much better, you hit the rev limit almost right away. Honda purposely put it low to keep rpms down, making the motors last forever, but cutting down on fun. If you have put 20" tires on back, you will have to regear, either go up one tooth on the front, or drop 2 teeth on the back sprocket. What I did when I modded my son's 300ex was to go on ebay and get a +1000 rpm cdi, this lets you get those extra rpms you freed up, and lets you run it out between the gears. There are some with the rpm limit taken out, but just for safety's sake, the +1000 is just fine, that way you can't blow the motor up quite as easy.

my 250 would do nothing but spin ....adjuist your rear shock Think i had to make mine stiffer ...if you dont have the shock tool a pipe wrench worked for me if you get it right youll be able to spin or do a whellie by simply leaning foward or back or sit straight up and juist go

if you have stock shocks they each have 5 stiffness settings (if 1 is the softest and 5 is the stiffest setting )
on my 98 300ex i run the front shocks at 4 and the rear shock at 2 it does perfect wheelies and i weigh about 150 lb
