ECU Voltage convert circuit.
It says to key off/on and recheck, and if you still get 7, replace the ECU and retry.
This from the Factory Service Manual through 2002 ( when i bought the manual ), but i would think it applies to the final years as well.
With a little Googling, its pretty easy to find a free FSM download for these.

Not sure if it is relevant, but voltage fault codes sometimes are a result of the voltage regulator. 450s have a habit of refusing to start if the regulator packs in, but it is worth checking the voltage across the battery, with the engine running, is between 12 and 14.5 Volts, any more and it can effect the ES system.

Electrical problems are bad enough without trying to hit a moving target. Low batteries or poor charging can cause all sorts of strange behavior by themselves.

have 14.6v over battery and 8 flashes
