No there is no special puller or tool to remove.
Most likely corrosion is holding the drum tight to the hub, especially if this is the first time doing this in a few years or ever. Like the othe guy said, remove the axle nut and adjuster first. And then using a mallet start banging on the outside edge of the drum to loosen up all the corrosion. It will come off sooner or later.
