I think all should have a inline on/off valve and filter. I get mine at advanced auto.
Shut the valve off and let it run 30 sec or so. It eliminates any flooding needle problems.
Your problem could be electrical but we need to eliminate the fuel aspect.

What did you find was wrong with the quad I'm having the same problem
