My 2004 Ranger won't rev out all the way. Even when it is in neutral, it will not go wide open. Holding it wide open, the machine will only rev up to a certain point but wont go any higher. When driving it will only go 10-15 mph. sometimes if I hold the throttle under a quarter I can get it to come out of it, but as soon as I lift off the throttle it goes right back to acting up again.

I have been reading some other forums. Should I maybe replace the diaphragm in the carb? I dont think this is an electrical issue, but I may be wrong.
