Welcome to the forums.

So it cranks and won't start, or no crank. First thing I'd check would be the ground to be sure it's got a good clean connection.

If I read your post right and you put on a new carb, you may have added a whole new set of problems (unless it is identical down to the jets, needle circle position, etc.).
When trouble shooting it's best to do one thing at a time.
If it was running, the old carb probably isn't too far off. You might want to clean it up (paying particular attention to the pilot jet), blow out all orifices and make sure the choke moves easily.
On the other hand, it's easier at the moment to take Scootergptx's advice and check for a bad ground or a bad kill switch. I assume you checked for a spark?

New plugs are always good start. Were you seeing spark from it?
Since I'm old and slow, go over this one more time. It has the original carb on it with a new pilot jet? Or an entirely new carb?
