Default 02 blaster revs wide open

Ok so my buddy just bought an 02 blaster . Full exhaust after market air filter and it's been jetted. When he starts it , it will idle fine for about 30 seconds then revs to the max and stays there. We checked for leaks no leaks, we check the carb and jets they were just fine.. oh and the tors wires have been cut. Other than that it is just fine .. but can anyone tell me how to make it not rev up like that, and stay at normal idle? Thanks in advance

Usually something like a split intake manifold or crank seals sucking air could cause this or a carb slide hanging up.

It will idle just fine with the choke pulled all the way out. But when it goes in it revs to the moon and won't stop.

Choke allows extra fuel into the engine. It still could be jetting although you say it's jetted correctly or a split intake boot or cranks seals, etc. The choke is just compensating for what's wrong somewhere else by allowing more fuel.
