LT500 cooling probs

I have a 89 500 Quadracer that has a cooling problem. While running the cylinder gets hot but the hoses and radiator don't.

While running I pulled off the return hose(head to top of radiator) and water was just dribbling out.

I ran water through the system via a garden hose and the water was coming out good.

I pulled off the side case and inspected the waterpump. The impeller looked perfect and doesn't spin w/o the motor turning over.

So what do you guys think is the problem?...air in the system and the impeller is cavitating?..any ideas on a fix?...Could it be the radiator cap?

The bike has seized before because of this problem and it is getting expensive to fix.

RoostMonkey,
I would suspect the cap. If the impellor is turning, water/coolant is flowing. Without adequate pressure, created by the cap, it will not make the rounds.
