Was it 13V even or 13.?V Because 13V will charge the battery. 12.6 volts is what a fully charged battery is supposed to be at. Your output may just be low. Take the surface charge off the battery before you test it, by switching on the lights for a few moments with the engine off and then retest the battery.
If its not over 13 volts then the problem lies somewhere in your charging system. And before you condem that, make sure that there are no broken wires going to the battery. That could be the reason it stopped charging in the first place. I had a similar problem on my girlfriends quad. It had a brand new battery and wouldnt start. The big power wire to the starter relay had broken. So don't condemn it yet! I hate to see a fellow riders spend that kind of ruthless money if its unnescesary.
