Welcome to the forums.
I'd do a compression test before I worried about the seals.
A bad seal can happen but it's not all that common.

If the spark plug is wet replace the fuel.If the
spark plug is dry try to put some fuel into the cylinder.

Is the plug wet? Could the bottom end have filled with fuel?
Did you try starting it holding the throttle wide open and choke off?

how would i find out if the bottom end was full of fuel? it still has the original petcock on it and i've read on these forums where guys have changed them out because of problems but if the float in the carb is working properly it shouldn't be a issue should it? before when it wouldn't start i could hook it up to my battery charger/booster and then it would start, but it won't now. it seemed to crank over good without the charger but would not start, put the charger on it and it turned over just a little faster and it would start, but not now. battery seems OK holding 12.8 volts and it's not very old, could the coil be weak? again any thoughts would be appreciated

It'd be spitting fuel out the pipe.
No, floats/needle cannot stop the hydraulic pressure 100%. On any machine.
I'd try a full throttle start and see what happens.
Is the plug wet???
