May be nothing to do with your problem but I have just had an Eiger that wouldn't rev slowly, it got so the clutch was engaged all the time with both the stop and cable slack. I cleaned out the carb and noticed that the throttle disc was closing off the carb completely, so where was it getting air/fuel from? Only possibility the choke on all the time. The lever travel did seem a bit short but the cable was working. Anyway, got a new cable and the inner is 1/2" longer, fitted it and the fault has gone, but how can a cable get shorter, all I can think of is the outer got longer due to rust, the bike had been used in salt water.

Be sure to check vacuum hose to fuel pump and check valve clearances
