How is the LT230S decompression lever placed to the clutch lever?

How is the LT230S decompression lever placed to the clutch lever?
I'm trying to put together the puzzle pieces of my recently (today) purchased '87 LT230 S. The levers and switches are off the bars. Where does the decompression lever go in relation to the clutch lever? Inside or outside of the clutch? Above or below the bars? What is the best orientation for it? Thanks from a newbie. Matt
