I didn't think a seller would let you test ride a trailer without being with you. Although I've met a few people who would.

 

I would consider pulling off the wheels and looking at the brakes themselves to see if they are rusted up or working free. If brakes look good and not rusted then chances are real good that they are in working order. Trailer brakes have a tendency to rust and corrode and freeze up from not being used.
