brpbear is right. In Montana all it takes is are headlights, horn, and a mirror. A cop looks at it and says, "ok, be careful out there." You buy a $79 perm. license plate and can ride anywhere. I ride to school, grocery store, out hunting from my house, to the local ski hill, etc. Move from NY.

we pay a tremendous amount of road taxes yearly why are we restricted from using the secondary roads ???? would nit want to run interstates or main arterial highways danger danger danger

Seems to me that there would be considerable danger in riding an ATV on a main road but secondary rods should be legal.
Our society is so hyper legislated that "victimless crimes" are more highly enforced then violent crimes. (Just my opinion! I have no actual numbers to back this up. But I would wager seat belt infractions are one of the highest in terms of number of instances.) Why not just let people be. If I choose not to wear a seat belt it only hurts me. If I chose not to wear a helmet it only hurts me. If I choose to smoke pot who am I hurting? (I don't but I would not have a problem with it being legal. Is it any worse than alcohol?) Why the laws?
ATV's are referred to as recreational vehicles so most people label them as "Just for recreation" They could be the solution to several problems including parking, fuel cost, traffic congestion, etc. We just need to push our law makers to think outside the box for a minute.
