yeh, once it's off, and you're sure that the valve is open, get a air line and blow air into the top of the tank, make sure the air doesn't leak out to much, it will force the gas to come out. Something is probably caught in the tank connection, the pressure should force it out, but make sure you disconnect it from the carb b4 you do that. If all else fails take the tank off and turn it over :-). Once you got fuel going through the line, carefully unscrew the bottom screws on the carb, it's call the bowl. Once you take that bottom plate off, which should have about 4 screws, you will expose the float. If it's working properly fuel will be coming out when you the the bowl off (the bowl should be full of gas) if that's happening then you're good. If not the needle valve is probably stuck. The needle valve is a valve that lets the gas in the bowl, if that's stuck closed you won't get getting gass to your engine, the needle valve is connected to the float. The float is a piece of plastic* that is big and would be "floating in the bowl of gas" if it were put together. Be carfeul when you are doing this b/c these peice are very important to the carb, and can be dammaged easily. hope that helps a little.
btw if the fuel line is stuck on for furture reference, just move the clamp and where it's stuck to the nipple, get a pair of needle nose pliers and simply twist it a little it will break free then you can easily pull it off then. it's just stuck from sitting there for so long, possbily since factory so you jsut ahve to break the seal a little.
