it may be getting too much air to run due the the filter not being there. also my warrior was doing that when i was rebuilding it. i have a white brothers e-series and who ever had it last had the wrong jet in it. so i had to put a bigger jet and readjust my air/feul mixture i also had a cracked carb. boot. after i replaced everything it seemed to have fixed the problem. and i haven't had any problems since.

so you can try putting the filter on and see what happens if that doesn't work then i would go about checking for any air leaks or chainging your jet size. also check your plug that will give you an idea of what the problem could be. white is too lean, black or wet fouled is too rich, lite tan or golden is good.
