Default 03 kodiak 400 problem

I have a kodiak 400 that I rebuilt the carb on. I used a shindy kit with a 5 clip needle. It will idle but not rev at all unless you cover the air intake with a rag.
It sounds like it's getting to much air or not the proper amount of fuel. The one this I did notice is the new main jet looks bigger then the old one and I've swapped them back and forth a few times. All the old jets are not stamped with the numbers. I also swapped the fuel line with the carb vent and it ran like it is supposed to but leaked fuel out of the bottom overflow. Thanks for your help.

You are not getting enough fuel through the main jet. Check fuel supply, then re-fit the old main jet and needle with the circlip in the same place as originally fitted. If you still have problems, you may have left something out during the rebuild, check a parts drawing of the carb to make sure.

Well I moved the clip on the needle to the 2 from the bottom and put the bigger jets that came with the rebuild kit back in. Now it runs but has a slight stutter and bogginess from 1/4 to 3/4 throttle but I actually gained almost 10 mph on top end. Does anyone know why there's a slight stutter? Your help is greatly appreciated.
