Refill brake master cylinder with proper brake fluid, and bleed the air out of the system. Bingo, brakes are back.

I don't have a master cylinder for the rear. 03's are cable rear brakes. I have replace drum, shoes and adjust cable like the book says. The brake shoes barely move, they don't ever touch the inside of the brake drum.

Default Movement in the handle?

Are you running out of movement in the handle/pedal or is the cable not sliding? Is the spring all gummed up in the hub?
