Default Big Bear Pivot Bolt Tourque

I am working on the swingarm of a 93 Big bear. The Service Manual states 4-6 lbs of tourque on the right then tourque down the lock nut. Then tighten the left bolt until the collar touches on the left at 4-6lbs tourque. This leaves a gap on the right and none on the left. On hondas I have worked on the gap was supposed to be equal. I assume yamaha knows what it is talking about, but just checking with anyone who has done this before?

My tourque wrenches don't even go that low, so I am tightenint until I just get resistance.
Thanks for any input.
