Early Badger Moto-4 80cc Should I fix or part?

Default Early Badger Moto-4 80cc Should I fix or part?

This was given to me in disrepair and I'm trying to decide if it is worth fixing for my 8 and 6 year old.

Its missing the following for sure:
Starter
Shifter
Carb
Carb Boot
Seat (frame is there but no vinyl or foam)

I'm sure to find more as I dig in.

The left (sitting on the wheeler) cover does have some loose bolts in it.

No idea of the state of the engine as I have no way to turn it over.

I've found most of the parts but believe I could have $400 or so into it

What do you folks think?

In my area you can buy a nice running one for $400. If you're not careful you can spend alot of money buying parts for ATV's. I would at least find out exactly what is wrong with it and exactly how much everything is going to cost before I went any further.
