Yamaha Moto 4 Champ?

Yamaha Moto 4 Champ?
I bought this Moto 4 last week, was told its 100cc and is from the 90's. Only paid $75.00 for it. Stickers on the plastic say Moto 4 and Champ/Champ Shaft. No vin# that is legible at least. From searching google the Moto 4 YFM100 looks exactly identical That's all the information i have on it. No manual, no nothing obviously.
The engine cranks but does not fire. New battery, spark is good, compression is good and almost the whole nine yards.
The previous owner had told me the timing is out and if i adjust the timing it could be rode for 30-40 hours before i would have to adjust the timing again. Then he went on and told me that the valves needed to be adjusted and then finally he told me it needs a new timing chain yet the timing chain seems okay to me that is.
Its probably obvious by now that i'm a tad confused as to what is wrong here. Almost as if the po was not fully aware himself. But for the price i figured i couldn't go wrong, maybe that was my first mistake?
My question is how do i adjust the timing?
I'm pretty hands-on i believe, but i may ask you to dumb it down for me a little bit? lol

there is only four things that an engine needs to run, air, fuel, compression and ignition, you are missing something to keep this from running, the timing seems to be in question so i would check it to be sure and for that i would look for a clymers manual for it, if that is ok i would check the fuel system, make sure the carb is clean and everything working good,
