Default Big bear 350 question

So I acquired a 1997 Yamaha Big Bear. Seemed to be in good shape. When I first got the ATV, I noticed that when I slowed down when coming to a bump or dip, I wouldn't shift down I would just hit the throttle and noticed it wouldn't speed up it. Keeping down on the throttle it would eventually gain speed, but there was a delay. I never owned a big bear. My honda rancher would gain speed after slowing down with out shifting down.So I cleaned the carb and still dogged down/wouldn't gain speed after slowing down. So I called a local shop and talked to a ATV mechanic and i mentioned what i described he stated that, that is normal for a 1997 Yamaha big bear. That u have to shift down when slowing down for a bump, dip or turning a corner. So my question is this normal for 1997 big bear? The mechanic also mention to put an ounce of sea foam in every other gas tank, is this also true?
