Either the high/low filament is burned out on the bulbs or you have a wiring issue. Easy enough to check wiring with a volt meter and see if you have power when each is switched on. If power is there to each headlamp then you have a socket issue or the bulb is bad (bulbs) Those are the simple fixes, if that doesn't work then you will need to look into the switch itself. Check all the wiring connections to be sure wire is not broken or burnt thru from switch to headlamp housings.
