Shineray XY250 No Electrical Life

Hello all,
I know it seems bad with me just registering and throwing my quad problems out there but perhaps you might shed some light on the issue.
I have acquired a 2011 Shineray XY250 Quad Bike. I didn't really want the bike but the chap had an XL185 Honda that i wanted, but wanted to sell the two together.
The quad sat up for a while due to it not running but i would like to see if I could get it working.
I charged the battery and that seems to be holding a good charge.
The main issue is that the dash/lights/horn basically anything on the handlebars is dead with no life to it the main fuse is fine (one next to the battery).
I did look under the front panel but nothing seems out of place. Even held the brake down just in case it was some safety feature but nothing.
So i did short the bike's starter solonoid and it does turn over on the starter (no kickstart).
It has spark when the ignition is on and none when it is off. So i put so fresh petrol in and the bike did start and run to a fashion.
Still no life to the handle bar controls though. But the igniton did cut the engine.
Anyone shed some light on the issue I'm having with the thing?

just use your ohm meter/voltmeter and ohm out the wiring to/from the dashboard. that's all i would do. with and without the key on. there's got to be a hot wire from the keyed ignition up to the dashboard. the wire may have a rub in the insulation and is grounding out or all of your bulbs are burned up.

Then where do you suppose he put his fishing pole, bait, and tackle box while he rides out to his secret spot?

An old post with NO response from the OP... Maybe he sold it or maybe the advice was right on the money and he hasn't stopped riding it since he fixed it.either way he should have said something.

apologies on the late reply.
solved anyways. Ignition barrel. managed to swap one from a C70 and the lights fired into life. order a new one and fitted. makes the bike more useful now.
