Check the cable adjuster on the handlebar lever box. If the cable is tight, the lever on the carb doesn't touch the adjuster on the carb. Other possibilities are butterfly sticking or an air leak, or choke slightly open.

Couple thoughts:
1) make sure the slide/needle jet is installed correctly and verify visually or by feel that your slide almost bottoms out with no throttle
2) make sure your intake boot is installed correctly & has no cracks - excess air can raise the idle...
