We need to know what you mean by "needs a rebuild," the engine isn't the standard E22 Honda clone, but some 125s do have the cylinder fins "the wrong way" so E22 parts may fit.

This is my first ever quad. So i am unfamiliar with the tech speak of it. As far as a rebuild i took it to a mechanic and he ran a compression test and it was pushin less than 3lbs so he said i needed to have the cylinder checked and possibly bored (but i found brand new cylinders for 60$ if they fit they engine) and new rings and valve job. It is smoking like a frieght train. So i assume oil is making it into the combustion chamber because it is coming out of the tail pipe.

Unfortunately these cheap imports can be quite difficult to find parts for, one of the reasons they sell cheap. This one appears to be lacking some serious maintenance, but no matter what, these cheap imports normally don't last very long. When the owners realize the problems with the they sell them off. You are going to have to do some serious searching to find what you need. Most of the brand name stuff has service manuals for them but don't know of any for this machine.

Because so many of the importers were of the buy a container full, sell them and disappear, merchants, there are now a few on-line sellers of generic Chinese ATV parts. Remove the cylinder and check the bore and stroke, if the $60 one you found is the same, and yours has had it, go for it. I did a two wheeler for someone's child's Christmas present, (genuine Honda 70) and found a cheap Chinese cylinder kit at £24. It came within two days, was fine, and restored compression.
