It's too early to tell just how much "damage" this bill will do to ATV riding in our state. It's actually way BETTER than the bill (SF850) that was going through the state senate.

Basically, MN has had a "ride anywhere" policy when it came to state forest lands and this bill will gradually restrict that to a "ride only on designated trails" policy (state lands will be closed on a forest by forest basis AFTER trails have been designated in the forest). This works FOR us if the trails still present addaquate challenge and interest but against us if they're all flat dirt roads. It also provides funds for a new ORV park up near Virginia MN (connecting to the present Gilbert site). It's a compromise, to be sure, and one that was forced on both sides.

As a contrast, SF850 would have required us all to take an ATV class and have a "safety sticker" on our ATV's. It also would have required automobile sized license plates on the back AND front of all ATV's (try that on a mini). Thankfully, the outrageous parts of this bill did NOT make the final cut.

I confess I am in the middle ground on this issue. I love riding the state's trails but see far too many fellow riders leave the designated routes to trash some wetland, even when there is plenty of mud on the main trail. I've also seen some perfectly good trails (read muddy and challenging) "ruined" because of enviromental pressure until they're nothing more than narrow dirt roads. I suspect the DNR is more on our side than we may think, but it remains to be seen how this will all pan out. Of course, I suspect the "opposition" to protest any trails the DNR tries to establish with lawsuits and such.

Road ditches will remain open unless the county has a public hearing to close them. That sounds much better to me. The original bill made it sound like all the road ditches would be closing and then the county could open them back up if they want.

I am glad registrations will only be $30 every 3 years instead of $63.

This bill isn't that bad, it will take the DNR a while to get the trails marked. They have until 2006 or 2008 if they need an extension. So nothing really changes as of right now.

Guys lets protect our right to ride. If we stay on the trails and respect other trail users and non trail users it will go along way for future legislation. We need to behave to get the greenies off our backs. We are a minority. And being that they look at every little thing we do.

I am looking forward to the new park in Virginia. From what I heard Gilbert is more of a 4x4 quad and truck playground, lots of mud and steep hills. If I read correctly the area in Virginia is going to be more of a scramble area. Hopefully it will be a good area for us with sport quads.
