I am 13 too, and i know how you feel about money! you should change your gearing (lower on the front, higher in the back) i don't know what the gearing is on those but go one tooth smaller on the front.

maybe a slip on system, jet, and a filter. You should be able to get this for around $250 bucks depending on what brand of slip on you get.

I am surprised you are looking for more lowend. Those seem to have plenty of low end. Anyways, some cheap power upgrades is to remove the airbox lid. This will allow more air into the engine. By doing this you will need to put bigger jets in the carb. this is a $5 -$15 job. Depending on how many Jets you buy trying to jet it. Also, make sure you have a good chain. An old rusty chain robs a lot of power. Try smaller rear tires. Same result as gearing, but keep the taller tires so if you want more top end, you just switch tires. Thats about it for cheap.
When you get some money, put a pipe on it and K&N air filter

where i ride there is not alot of room. so the smaller tires i already have on it should help? and i think it does have a k and n filter. what is the best pipe for the 250x. it already has an aftermarket of some sort but my dad desn't like it because it is too loud. it needs to be fairly quiet. i have the stock pipe if i get a slip on. thanks,
matt

Quiet usually means less power. I put a White Bros e-series on my wifes 300ex and it made it a little louder, more of a low grunt really. hte power increase was very noticeable. However, it cost $300
