You gotta be kidding!!! The Predator piped will hang easily with a Raptor, the 400 will not hang at all. Answer to your question, Predator hands down, I've ridden a Predator in the dunes and mountains, that's a nice quad.

 

the kfx is a fun quad, but the predator is mean you ad some pipes, jets air filter and you will be runnin or posibly beatin the big dogs.

 

You'd need to define what you mean by "best buy", but if you're definitiion included value for the money and best standard features than the Predator is the best buy between the 2, and even other 4 strokes. You should be able to pick one up OTD for under $6k now. That is a good deal!
