Master link install question?

Does it matter what side the clip is on? towards or away from the swing arm?
Also, what is the wire that comes with it?

Mud, my clip is on the outside pointing away from the swing. Makes it easier to find when taking off. Not sure if it matters or not. Mine didnt come with a wire.

the only wire I have seen is the little piece some manufacturers use to twist tie the o-rings together.
