Washers on the needle....who runs them? how many?

on the stock needle i beleive the order (from top of needle/ non tapered end) is:
One thin Metal washer
The E-Clip
Another Thin metal washer
Thick White Plastic washer
and yet another thin metal washer
No matter where i put the E-clip do i still have to retain all of those washers and in that order?
or are they there as another tuning device on top of just moving the clip positions?
if anyone can respond ASAP that woudl be great, as im leaving to go work on it in about 15 minutes

I was thinking that on mine it went thin metal washer, clip, white plastic washer, slightly thicker metal washer. If you don't use the bottom washer it would be just like raising the clip beings it would let the needle set in deeper.
