Default Need help...houser steering stem installation.

hey folks, trying to install mt stem and stem bottom and i'm running into a problem.

Q: where does the brass ring they give you with the steering stem mount? above the bearing between the stem and the bearing..or...below the bearing between the bearing and the stem bottom.

i've tried both. when i mount it above the bearing...the unpainted area of the stem (where the stem mount, wraps around the stem) sits to high and the stem mount touches the painted surface. it just does'nt look right...then when i try and mount it below the bearing the stem bottom sits to low and the stem nut does'nt have enough thread to secure the stem.

when i install it without this brass ring (spacer) it sits nice. the stem mount is centered in the unpainted area of the stem (which is what you would expect).

however, the stem nut mounts high up on the stem end and when you look at the directions they give for the stem bottom. it doesn't look like as much of the threads are showing.

last problem: the stem bottom i got is the adjustable one. however it looks like it's missing the set screw and hole used to tourqe down on the stem splines.

any help would be appreciated...
