I think you want more download then upload. Upload is used to send everyone else your data which isn't as much, download is used to pull data from everyone else. But i would say it's gotta be about 40% upload 60% download.
What you're wanting is a low ping rate though which is the time it takes for a data packet to get to the server thats hosting the game. So the more hops along the way the worse your ping will be this is why dish internet is so bad because it has a ton of hops along the way. Also cable internet can get really bad ping when everyone on your loop is pulling hard off of it.

Thanks. I just ordered DSL for my home and want to hook up my systems to it, but I don't know if it'll work well. My area didn't qualify for the anything faster than 384kbps downstream and 128kbps upstream...that's pretty weak right? Do you think that would be good enough to hook my systems to it?

It's fast enough.
You're only as fast as your weakest link.
So dial-up user will be the ones messing up the ping and slowing things down.
A lot of those games are built to run on 56K or better so i wouldn't worry about 128up being too slow.
