Default No Oil Pressure

I pulled the oil pressure test bolt out and sure enough there was no oil. This is on a 99 big bear 350, I was told these things always have a loud valvetrain. I can hear a little bit of valve noise thats about it. But anyway since the top of the engine has no oil pressure what should I check?

filter and oil are new, are you talking about the lines going to the oil cooler?
