If you got alot of water in there removing the tank draining it and letting it dry upside down is the best way. Using a siphon or some type of pump may work but there is alot of that tank you cant see to make sure you got it all.

Its only a few gallons of gas so get rid of all the gas. But I know with JP5 the gas floats on top of the water. Im sure its the same with 92. So you could drain the water out of the petcock. But I would still get rid of all the fuel.

Use isioprophal (sp?) additives (heet etc.) but if you have a lot remove the fuel line to the petcock (reserve line), this will drain MOST of it.
You should be using it for winter use anyways in cold climates.
