Default Need help,97 Scrambler,Safety Switch on throttle

A buddy dropped off a 97 Scrambler tonight and the dern thing wont idle. Another buddy of his cleaned the carb, and he says that is clean as a popcorn fart. I have a sneaking suspicion that it is the safety switch on the throttle on the handle bars, sort of reminds me of previous problems that we had with sleds.. What is the proper procedure for checking these, and just how do they work. It seems to be making continuity all the time,,even when the microswitch is open. Do these tie in somewhere in the ignition system. I must admit that I never fully understood them,,,I know that is a safety device in case the carbs freeze.

Make sure the throttle has a little slack in it. There is a boot right below the throttle housing on the cable you can adjust.

It has enough slack so that when it is at idle, the microswitch would be open.
