Rev Limiter??

Guys,
I just got my 01 500 Auto back from a carb clean/rebuild, and now the machine wont take off. Top speed is 20mph. It feels like its in Low, but its not, as putting it in low does have a more drastic affect.
Puting the unit in Neutral and revving it seems to almost feel likew a rev liniter is kicking in and sputtering the machine.
Any ideas, Could it be in the carb somewhere, it idles fine.

It is back at the dealer, the sevice guy couldnt explain it. He thought Rev Limiter.... I think something in the Carb, only because it ran perfect up till now. He said he would let the mechanic diagnose it in the morning.
Geez the unit only has 170 miles on it and is spotless as the new ones on the showroom floor
The bad thing is this dealer is 30 miles away.

I doubt it is the rev limiter. I have heard of only one going bad to a lower limit (that's not just on ATV's, but all the engines I every worked on with limiters). Usually they just stop limiting. A bad CDI with the timing not advancing could do it. I would suspect he screwed something up in the carb, like a vacuum leak on the slide vacuum diaphram.
