Queston on 2 Arctic Cats

Newbie here. Me and a neighbor are looking at 2 artic cats. One is 1999 250 (2wd) with 1600 miles, the other is a 1998 sold new in 1999 400 (2wd) with 2000 miles. Both are in decent shape. The 400 is missing the manual brake on the rear disc, but the hydraulic brakes work. Both start easily, shift smooth and run well. They don't look new but they don't look abused either.
Owner said if he was riding river bottoms, he would change the oil after riding. If just riding the streets he didn't change as frequently. Neither smoke at all and appear mechanically sound.
He's wanting 1000/each for these two. Is this a decent price. Also, any idea how much it would cost to replace the rear manual brake?
