My 500EFI will do 55mph into the wind on asphalt. That's taching at 6240rpm. Might squeeze a little more out of it without the wind, but I don't expect it would hit over 60.

I had my 04 400 Sportsman at 62 on flat pavement.
Clutching is very inconsistent within polaris machines, and its not unsusual to see one do 60 MPH and another of the same model only do 55. Deflection and alignment is not very good from the factory.
The 62 MPH speed was with a dynojet, k&N filter and heelclicker clutch kit. About 200 in mods.
It would also wheelie in High range while sitting (not standing and pulling on the bars).
With stock setup, anmd just correct alignment and deflection, and correct factory jetting, I could still hit 60 MPH.
I think 62 is about mechanically the limit for the 400 as it was really screaming.
